BENEATH the parks and roads of Torquay town centre is a hidden world of giant water storage tanks and tunnels. In the 1980s, after a succession of storms had flooded the Upton, Ellacombe and Union Street areas for the umpteenth time, plans were drawn up to tackle the problem big time.
The plan was to divert the flash water pouring of Torquay's seven hills during heavy rain into underground reservoirs and then release it slowly once the storm had passed.See the full content of this document
