FORMER Totnes Tory MP Anthony Steen apologised for 'inadvertently' breaking the rules on expenses and repaid Pounds 561 in a 'secret' settlement, it has emerged.

Details have only just been made public of a complaint made against Mr Steen over his expense claims, which saw him hand back costs for the servicing and maintenance of a Rayburn cooker in a property he rented.
