Brixham resident Sylvia Gilmore of Longcroft Avenue said she had been out shopping. She said: "The queue on the road was unbelievable. I drove past one man who was frantically brushing water away from his cottage. I felt very sorry for him.

"Water was running in all directions. I have never seen it as bad."
