IN 1940 Paignton Zoo, then Torbay Zoo, was renamed Devon's Zoo and Circus, not exactly to owner Herbert Whitley's liking but the idea was that the change would disguise its whereabouts when the security-minded powers aimed not to disclose town names and places, when also signposts were taken down.
The Second World War threatened the end of all Whitley had worked for and he was about to disperse his whole collection (except his pigeons) to zoos less apt to be controlled by officialdom.See the full content of this document
