IN 2005 a referendum of Torbay residents some 18,041 backed having an elected mayor for Torbay. It seems the idea was to stop ruling parties on the council electing one powerful leader and that the elected mayor, as chosen by the public, would be a more democratic choice. But does that mean a mayor is independent of the ruling group if he or she is a member of that party? In England it takes five per cent of the electorate to trigger a mayoral referendum so if the voters wish to change the system they can.
