A NATIONAL rise in the number of people with learning disabilities who are victims of hate crime has led to Torbay's Safe Place scheme being revived.

The initiative, launched in Brixham, aims to stop the bullying and abuse of vulnerable disabled people by providing them with a safe haven when they are out and about in the Bay's three towns.
