AS A disabled Blue Badge holder I was returning to my parked car in Gerston Road, Paignton, one Saturday morning when a darkcoloured BMW saloon car came around the one-way system to park on double yellow lines.
A young woman with a young child got out of the car having displayed a Blue Badge on the dashboard. She took the child and to my amazement dashed off to town at a speed which would have pleased Linford Christie.See the full content of this document
