Baby Leo: Serious Case Review Likely ; Police Say Investigation Is Still at an Early Stage [Edition 3]

AGENCIES are "likely" to carry out a serious case review following the death of a 10-month baby in Brixham. Baby Leo's mother, Katy Norris, 30, from Pine Close has been charged with his murder and appeared before Exeter Crown Court last month. Speaking yesterday Det Insp Steve Parker said investigations into the Brixham boy's death were still at "an early stage" and added: "But given the circumstances as we know them at the moment it is likely that the incident will be referred for a serious case review in due course." The review, if it goes ahead, will be the third of its kind in Torbay since 2008. In November the results of a serious case review were released involving an eightweek-old baby boy who suffered "potentially life threatening injuries" after he was shaken.

It was the first serious case review that had taken place in Torbay for six years. The Herald Express has learnt a second, separate review, has already been started into the care of another Torbay child. The second review, was called for by the Joint Chairman for both Adult and Child Safeguarding Boards in Torbay, Bob Spencer and was in its early stages when baby Leo was pronounced dead last month. The authorities will not release information regarding the circumstances of the second serious case review due to the confidentiality of the process. Mr Spencer, the former assistant chief constable of Devon and Cornwall Police, said: "I confirm that a second serious case review has been initiated. This particular case is very much borderline, whether it reached the criteria for a review.
