AGENCIES are "likely" to carry out a serious case review following the death of a 10-month baby in Brixham. Baby Leo's mother, Katy Norris, 30, from Pine Close has been charged with his murder and appeared before Exeter Crown Court last month. Speaking yesterday Det Insp Steve Parker said investigations into the Brixham boy's death were still at "an early stage" and added: "But given the circumstances as we know them at the moment it is likely that the incident will be referred for a serious case review in due course." The review, if it goes ahead, will be the third of its kind in Torbay since 2008. Mr Spencer, the former assistant chief constable of Devon and Cornwall Police, said: "I confirm that a second serious case review has been initiated. This particular case is very much borderline, whether it reached the criteria for a review.See the full content of this document
